Job Summary
B&A is looking for an ISSM who is responsible for the overall execution, performance, and success of one or more major government programs, including the ISaaS program, ensuring alignment with FBI policies, call order requirements, and federal security standards. This role serves as the primary liaison between the contractor and government stakeholders, overseeing program delivery, financial performance, personnel management, and cybersecurity operations while ensuring quality, compliance, and risk mitigation across all program activities.
Responsibilities
- Lead and manage all teams supporting the ISaaS program
- Oversee development, implementation, scheduling, and cost performance of one or more major programs
- Serve as the official point of contact with government representatives
- Supervise program/project managers and professional and technical personnel
- Train, mentor, and evaluate staff performance
- Manage all phases of program budgeting, forecasting, and financial performance
- Monitor call orders, subcontracts, and funding allocations
- Conduct analysis for call order reviews using various software tools
- Develop and deliver required call order, project, departmental, and financial reports
- Recruit, interview, hire, and assign personnel to support program objectives
- Provide technical direction as necessary to ensure task completion
- Develop and implement Quality Assurance programs for all products and services
- Identify risks, assess business threats, and evaluate system and network security programs
- Develop security operations strategies to reduce risk to systems and data
- Utilize the NIST Risk Management Framework (RMF) to manage information security incidents
- Develop and maintain collaborative relationships with government teams across multiple agencies
- Create and maintain standard operating procedures in partnership with government personnel
- Support deployment of best cybersecurity practices resulting from security assessments
Education and Experience
- Bachelor’s degree in Information Technology, Computer Science, Cybersecurity, Engineering, Business Management, or a related discipline (Master’s degree preferred).
- Extensive experience managing large-scale government programs or multiple concurrent projects.
- Proven leadership experience supervising program managers, technical staff, and cross-functional teams.
- Demonstrated experience managing budgets, forecasting financial performance, and supporting contract execution.
- Experience supporting federal customers, particularly within law enforcement or intelligence environments.
- Hands-on experience with cybersecurity operations, risk management, and compliance frameworks in government settings.
