About this Role:

The Power BI Developer will support enterprise data analytics and reporting initiatives for the U.S. Department of Health and Human Services (HHS). This role is responsible for developing interactive dashboards, automated reporting solutions, data visualizations, and business intelligence products that drive data-informed decision-making across mission-driven programs. The ideal candidate has a strong background in Power BI development, data modeling, SQL, and analytics within a federal or enterprise data environment.

The developer will collaborate with business analysts, data engineers, program stakeholders, and federal leadership to translate business requirements into technical solutions. The role requires experience working with structured and unstructured data, building data models, and optimizing Power BI performance. Experience adhering to federal data governance, security, and compliance standards is highly desirable.

Key Responsibilities:

  • Design and develop Power BI dashboards, paginated reports, scorecards, and visual analytics tailored to HHS program requirements.
  • Build efficient data models using Power Query (M) and DAX to support dynamic reporting needs.
  • Translate business logic and KPIs into actionable and repeatable reporting solutions.
  • Optimize dashboard performance and implement best practices for data visualization and usability.
  • Ensure version control and report lifecycle management across development and production environments.
  • Connect Power BI to multiple data sources including SQL Server, Azure Data Lake, SharePoint, Excel, APIs, and flat files.
  • Develop ETL transformations using Power Query and collaborate with data engineers for complex pipelines.
  • Clean, structure, and validate data for accuracy, consistency, and integrity.
  • Build and maintain semantic data models to support scalable enterprise analytics.
  • Engage stakeholders to gather reporting requirements and translate business needs into BI solutions.
  • Support data discovery, KPI definition, and dashboard storyboarding sessions with users.
  • Document technical specifications, data dictionaries, source mappings, and user guides.
  • Collaborate with business analysts, data architects, and application teams in Agile delivery environments.
  • Ensure dashboards adhere to HHS data governance, confidentiality, and cybersecurity standards.
  • Implement row-level security (RLS) and role-based access in Power BI Service.
  • Conduct testing and validation to ensure reporting accuracy and performance.
  • Support reports and data validation required for federal audit, compliance, and program reporting obligations.

Qualifications and Skills:

  • U.S. Citizen with ability to obtain and maintain a Public Trust clearance.
  • Bachelors degree in Computer Science, Data Analytics, Information Systems, or related field.
  • 5+ years of experience in BI development or data analytics.
  • 3+ years of hands-on Power BI development including DAX, Power Query, and data modeling.
  • Strong SQL experience for data extraction, joins, transformations, and performance tuning.
  • Experience integrating data from relational databases (SQL Server, Oracle, PostgreSQL).
  • Strong understanding of data modeling concepts (star schema, snowflake, fact/dimension tables).
  • Experience developing enterprise dashboards and using Power BI Service for deployment.
  • Excellent communication, problem-solving, and stakeholder engagement skills.

Desired Skills and Competencies:

  • Experience supporting HHS or other federal agencies such as CMS, NIH, ACF, or HRSA.
  • Experience working in Azure Cloud environment using Azure Synapse, Data Factory, or Databricks.
  • Familiarity with data governance and metadata management frameworks.
  • Experience with Agile delivery using Jira or Azure DevOps.
  • Knowledge of APIs, REST connectors, or Python for data automation.
  • Microsoft Certified: Power BI Data Analyst Associate (PL-300) or equivalent certification.
  • Experience with Section 508 compliance for accessibility reporting.
