Job Title: CAPEX Project Manager (Owner’s Representative)

Location: South San Francisco – Hybrid (3 days onsite after ramp-up)

Employment Type: Long-Term Contract

Reports To: Director of Capital Projects


Overview:

Seeking an experienced CAPEX Project Manager to act as the Owner’s Representative overseeing the full lifecycle of capital projects—from initiation through design, construction, commissioning, and close-out. This role manages multiple projects (typically up to $10M each) to ensure delivery on time, within scope, and on budget while maintaining compliance with all safety and regulatory standards.


Key Responsibilities:

  • Lead end-to-end execution of capital projects, from design and procurement to construction and handover.
  • Serve as the client’s representative to ensure alignment with organizational and project objectives.
  • Manage and coordinate internal teams, contractors, vendors, and engineering partners.
  • Develop and control budgets, forecasts, and schedules.
  • Lead risk assessments, change control, and progress reporting to leadership.
  • Ensure compliance with cGMP, EHS, and corporate engineering standards.
  • Oversee project close-out, documentation, and lessons learned.


Qualifications:

  • Bachelor’s in Engineering, Construction Management, or related field (advanced degree preferred).
  • 8+ years of project management experience in life sciences, biotech, or similar regulated industries.
  • Proven success managing multiple CAPEX projects up to $10M each.
  • Strong understanding of design/construction project delivery methods.
  • Skilled in budget management, scheduling, and stakeholder communication.
  • Proficiency in project management tools (e.g., MS Project, Primavera).


Preferred:

  • PMP or equivalent certification.
  • Experience as an Owner’s Representative in GMP manufacturing environments.
  • Familiarity with utilities, process systems, and facility infrastructure projects.
